I have a SC830W pedestal chassis, and when I plug in the power cords to the power supplies, the LEDs don't light up. Are these modules defective?

Answer
No, the LED will turn green after you power on the system. It will become red on the 300W module version and gives a beeping noise if the module fails. The 400W module will stay green and give beeping noise when it fails.
