We are using 1600Mhz memory and CPU model Xeon 2640. If I set DIMM options in bios to ‘Force 1600’ and reboot, displayed speed is also 1333 MHz?

Yes, this is correct. The memory controller hub is embedded within the cpu. The cpu that you are using has a max of 1333Mhz memory module supported.
