We are using 836E16-R500B + CSE-PTJBOD-CB2 + cables. Can we add a cheap MB with IPMI to replace the power controller card board? We want to remotely power down the JBOD in branch office in case of any problem, which is similar to power off server through IPMI.

Yes, it's ok to replace power board with MB. X7SPA-HF-D525 would be a good choice.
