On C2SBC-Q motherboard we see that at a rate of about once every 64 seconds the interaction time jumps up by something between about 50 and 150 µsec. It appears that there is a non-mask able interrupt that is being serviced by the dedicated CPU. Is it possible that some BIOS feature is generating an NMI?

Yes, it is! Please clear Bit 14 & 13 at I/O 0x1030 and you will see what the result is.
