After H8DA3-2 system boot into Window 7 OS, the CPU Voltage only show as about 1.08V under IPMI or SuperDoctor III. Do you have idea of such low CPU voltage?

It is because the “PowerNow” option is enabled in the BIOS and the CPU can save power consumption while the system is idle.
