Can 7046GT-TRF-FC407 use GPU card x4 at 100V with redundant power supply function?

The power supply of 7046GT-TRF-FC407 (PWS-1K41P-1R) provides up to 1100W at 100V. The C2070 x 4 pcs need 950W. The 150W (1100W-950W=150W) is not enough for other components' usage. For the 100V environment, power supply's redundancy function can't work.
