We have 2 x Xeon x5690 CPU’s in a 1u server chassis SC-113MTQ and the board is X8DTL-IF. One of the CPU’s always overheats (the cpu at the top of the server). Does the SNK-P0037P support processor of such size (130w)?

Yes, But for X8DTL in a 1U chassis you need different front and rear heatsinks.
