I had a question regarding video card support through the PCI-E port. I plan to use an X8SIU-F motherboard with a RSC-R1UU-AXE8 riser card. Will the PCI-E x8 port support video transfer to a monitor?

You can use a graphic card (PCI-e x8) with PCI-e x8 output port of riser card RSC-R1UU-AXE8 ( Revision 2.0 ), You may have to disable the on board VGA by setting jumper JPG1 to 2-3 position.
