I have purchased CSE-823TQ-650LPB chassis and MBD-X8DT3-F-O motherboard. The PWS-652-2H PSU included with the chassis doesn't have 2 x 8pin required to power the board. Can this PSU be use with this configuration?

Yes, use EPS12V 4pins connector to an 8pins header and other EPS12v 8pins connectors connected to an 8pins header.
