I'm looking to upgrade to a dual processor workstation, but I'm on a budget... Would I be able to install just one CPU in your SuperWorkstation 7037A-i to start with? I understand it means losing access to some PCIe slots; just was curious if it was possible.

That’s doable, but the VGA card needs to be put on slot 1-3.
