My blade’s (SBI-7127RG) CPUs are not entering TurboBoost mode. Although the CPUs are capable of running at 3.7GHz, they’re never being clocked faster than 3.3GHz (base clock). I have two E5-2643 (3.3GHz base clock, 3.7 peak TurboBoost). Under Linux, I run a single-thread process to saturate the CPU. The CPU clock speed, as reported to the OS Lunix, never exceeds 3.3GHz

In the BIOS setup under Advance - CPU Configuration – CPU Power Mgt Configuration – make sure Turbo Mode set “ ENABLE”. However, you need to install turbostat. It will shows the CPU clock going as high as 3.5GHz.
