I have a MB X7DBR-E main board and the RSC-R2UXE-X2E8 and RSC-R2UXE-X8ER riser cards. Does this configuration support PCI-express hot-plug?

No, our motherboards do not support PCI-express hot-plug, adding an PCI-express card while power is on is a unsafe to personnel and hardware.
