On the X7SPA-HF-D525 motherboard, I see there is a PCI-E x4 (x16 physical) slot on the motherboard. Can I use a video card on it?

The PCI-E x4 slot on this motherboard can fit a PCI-E x16 video card. But the performance would be downgraded to PCI-E x4 or even PCI-E x1. You may need to check with the video card vendor for this information.
