Customer reported their 120C-TN10R can't see front drives except two NVMe M.2 drives with RAID1 setup. VROC key is installed. But OS Ubuntu 22.04 can't be installed.

Only Ubuntu 22.04 Server version has VMD VROC driver built-in to its kernel.  Desktop version does not. By using Server version, Ubuntu 22.04 can be installed onto RAID 1 to M.2 drives and see all front drives.
