For SYS-420GP-TNR system, when we check the CPU frequency by linux /proc/cpuinfo, the max CPU frequency support is the base frequency. Can't observe the max turbo frequency.

Please set the bios CPU power management option as below:
hardware P-states:native mode，
power technology:custom
frequency Prioritization-RAPL Prioritization:enable。
