When I am looking in the manual for the Dipswitch settings for the processor speed (SW4) on your P4DLR (+) , they appear different from the silkscreen on the mainboard. Which setting should I follow?

Please follow the silkscreen setting on the mainboard. The one in manual is switched the other way around. In fact it doesn't matter because almost every CPU has a fixed Core/Bus ratio with a higher priority than the setting on the mainboard.
